Deputy Provincial Director of Animal Production and Health
Dr. Mohamed Aboobucker Mohamed Zulficar Aboobucker was born on the 13th of August 1968 and qualified as a Veterinary Graduate from the University of Peradeniya in 1995 and registered as a Veterinary Surgeon under the Veterinary Surgeons and Practitioners Act No: 46 of 1956. He joined the Provincial Department of Animal Production and Health on the 1st of October 1996 as a Veterinary Surgeon on casual basis and later appointed to the Sri Lanka Animal Production and Health Service from 2nd of February 1998. He Served as Government Veterinary Surgeon in the Provincial Department of Animal Production and Health from 1996, as the Chief Municipal Veterinary Surgeon of Kalmunai Municipal Council, as Assistant Director (Veterinary Regulatory Affairs and Animal Welfare) at the Central Department of Animal Production and Health, Peradeniya from April 2013 to March 2015. He is now serving as the Deputy Director in the Provincial Department of Animal Production and Health of Eastern Province. He was the Sri Lanka National Focal Point for Animal Welfare of the World Organization for Animal Health during the period between 2013-2015. He, in addition to his basic qualification Bachelor of Veterinary Science (BVSc), has obtained undergraduate Degree in Law (LLB) from the Buckinghamshire New University (UK), Master of Science Degree in Animal Welfare Science, Law and Ethics from Universidad Des Santander (Panama), Master in Business Administration (MBA) from National Institute of Business Management (India) and Master of Law (LLM) from Buckinghamshire New University (UK) and Doctor of Public Administration (DPA) from Universidad Des Santander (Panama) and Qualified as a Certified Management Accountant from the Institute of Certified Management Accountants (Australia and New Zealand) and currently pursuing Master of Science Degree in Strategic Management at the University of and PhD in Law at the Girne American University. He is a Student of the Sri Lanka Law College and awaiting Membership from Chartered Institute of Stocks and Investment (UK) and registration as a Certified Global Business Analyst, Australia and New Zealand. He has been trained in Animal Feed Production and Quality Assurance in Malaysia in 2008 under the Malaysian Technical Cooperation Program (MTCP), in Animal Welfare at Seoul, South Korea in 2013 and in Thailand and Sri Lanka under Better Training for Safer Food (BTSF) funded by the European Union. He handled all legal and regulatory aspects of the prevention and control of the suspected outbreak of HPAI in Poultry Farms in Bingiriya Veterinary Range in 2012, contributed to educate Veterinary Surgeons and other Officers on the laws and regulations relating to animals and development of legislations in the field. He represented the Animal Health Sector of Sri Lanka at the WHO Meeting on Zoonotic Diseases in 2014. He made research contributions to the Development of the Policy Brief – Animals and Disaster Management in Sri Lanka.
